The core of the call which Christians receive and which the Church must embrace as her priority is to mobilize and empower followers to become leaders.
The prayers, wishes, and hope that the congregation will miraculously transform into a focused, effective, impactful, committed, dedicated, and generous with their resources and talents will remain a complete mirage for eternity until something highly deliberate is planed and intentionally executed with calculable precision.
The key is to engage in aggressive commitment to develop followers into purposeful leaders. A wise man confirms this with the saying that "the goal of leadership is not to produce more followers, but leaders' and the program is designed to unfold the skills that are required and equip participants with it so that the Church fulfills its mandate on earth.
